Job Purpose

Lead the development and implementation of comprehensive accounting systems and policies to manage financial risks, ensure statutory compliance, and enhance operational efficiency across all accounting functions, including asset management, general ledger maintenance, and transaction processing. Manage the preparation and consolidation of financial statements, ensuring their accuracy and compliance with international standards, while coordinating strategic financial analysis and forecasting to support decision-making and maintain the organization's financial health. Oversee all aspects of tax policy, ensuring compliance with local and international tax laws, and provide strategic tax planning and implementation to optimize tax obligations and benefits.

Key Responsibilities

  • Accounts Management:
    • Develop and implement robust accounting policies and internal controls to manage financial risk, ensure compliance with statutory requirements, and support operational efficiency.
    • Establish a holistic fixed asset accounting system to track and manage fixed assets.
    • Assess various asset depreciation methods and select the most suitable for each category.
    • Conduct strategic analyses of financial data for decision-making and planning.
    • Coordinate with treasury to manage and forecast cash requirements, ensuring optimal liquidity.
    • Lead general ledger maintenance, treasury/banking accounting, fixed asset accounting, and cost allocations accounting.
    • Direct the smooth processing of all accounting operations including accounts payable, receipts, journal entries, accruals, payroll journals, and other adjustments.
    • Manage efficient transaction processing for accurate record-keeping and timely payments.
    • Lead the consolidation of financial statements from business units and subsidiaries, ensuring compliance with international financial reporting standards.
    • Ensure integrity and accuracy of the general ledger, maintenance and reconciliation processes.
    • Review creditor control accounts, reconcile payroll and HR-related accounts to ensure accuracy.
    • Lead the preparation and review of financial reports for timely submission to external auditors.
    • Lead month-end and year-end closing processes, ensuring timely reconciliations and accurate entries.
    • Maintain robust vendor and external partner relationships, resolving discrepancies in statements and payments.
    • Coordinate with external auditors and regulatory agencies for periodic reviews and annual audits.
  • Tax Management:
    • Design and periodically reassess tax strategies and plans, ensuring effective implementation.
    • Develop and maintain a comprehensive tax compliance framework as per national/international standards.
    • Monitor VAT implications, minimize VAT liabilities, and ensure all VAT and withholding tax filings are accurate and compliant.
    • Stay abreast of changes in tax legislation and evaluate their impact on operations.
    • Provide strategic guidance on tax implications of business decisions, due diligence for acquisitions, and advise stakeholders on evolving regulations.
    • Coordinate with relevant entities on updates related to indirect and direct taxation.
    • Prepare tax provision schedules, payment plans, and cash flow projections for VAT as applicable.
    • Execute tax-related projects such as e-invoicing to enhance efficiency.
    • Conduct internal audits and manage special tax projects to safeguard from fiscal risks.
    • Maintain effective control procedures across all tax processes and manage related legal proceedings.
  • Strategy Development and Implementation:
    • Develop and direct the implementation of department strategy, ensuring alignment with divisional and corporate objectives.
    • Provide subject matter expertise and counsel to leadership in relevant areas to facilitate the achievement of strategy.
    • Ensure cascading and integration of strategy into business plans, promoting vertical and horizontal alignment.
  • Leadership:
    • Manage departmental objectives through leadership, objective setting, performance management, and team development.
    • Lead talent development initiatives to ensure the availability of required skills for business needs.
  • Budgeting and Financial Performance:
    • Oversee budget consolidation, recommend the department budget, and monitor financial performance to identify improvements.
  • Policies, Systems, Processes & Procedures:
    • Develop and lead implementation of policies, systems, and procedures ensuring compliance and quality service delivery.
  • Change Management:
    • Lead management of change through continuous improvement of systems and processes in response to global standards and business changes.
  • Reporting:
    • Ensure timely, accurate preparation of departmental reports aligned with organizational requirements and standards.

The role operates within a dynamic corporate environment where key decisions significantly impact the financial division and overall strategy. Major decisions require consultation and approval from the Chief Finance Officer. The job holder possesses delegated financial authority as outlined in the corporate authority matrix.

Requirements

  • Education: Bachelor's degree in Finance, Accounting, Economics, or Business from a reputable university. MBA preferred.
  • Experience: 12 years in similar roles within large organizations, with at least 5 years in progressively increasing managerial responsibilities.
  • Key Skills:
    • Strategic thinking with strong problem-solving and decision-making skills
    • Solid leadership and people management
    • Understanding of the power, energy, and water sectors, their trends, and technologies
    • Track record of working at high standards and delivering outstanding results, including change management and growth strategies
    • Fluency in English required; Arabic is a significant plus
