Administrative Officer: Agricultural Partnership for Youth Development (Elsenburg), Ref No. AGR 17/2026 R1

Job Purpose

The Department of Agriculture, Western Cape Government has an opportunity for a suitably qualified and competent individual to coordinate and facilitate the agricultural partnership for youth development programmes and internship programmes in the Department.

Minimum Requirements

An appropriate 3 year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 1 year relevant experience; A valid (Code B or higher) driving license. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas

Supervise implementation and administration of the external developmental initiatives “EDI” Programmes: Comprehensive Agricultural Support Programme (CASP); Agricultural Partnership for Youth Development (APFYD); Young Professional Persons Programme (YPP); and Premiers Advancement of Youth (PAY)/ Fist Working Experience; Coordination agricultural partnership for youth development projects and internship; Administer internships, and the Agricultural Partnership for Youth Development and Internship and bursaries programmes; Perform administrative functions; Promotion of Agriculture as a career path for youth (travel extensively to promote agriculture as a career of choice throughout the Western Cape province, including working after hours and weekends when required); People Management.

Competencies

Working knowledge of the following: IPS/LOGIS and BAS; Relevant legislation/ policies/ prescripts and procedures; Financial regulations and instructions to ensure smooth administrative functioning of the financial administration and procurement; nowledge of working procedures in terms of the working environment; Disciplinary code and procedures; People management; Skills in the following: Computer literacy in MS Office Package (Word, Excel, Outlook and PowerPoint) and internet proficiency; Networking and presentation; Communication (written and verbal); Planning and organising; Analytical; Database management; Report writing; Interpersonal skills; Problem solving; Ability to work independently and as part of a team; Proven ability to solve problems innovatively; Work under pressure and meet deadlines.

Remuneration

R 338 106 – R 398 277 per annum (Salary level 7) Note on remuneration in addition to service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

This post is based at Elsenburg Head Office of the Western Cape Department of Agriculture. Roughly halfway between Klapmuts and Stellenbosch. Public transport is not available, and transport to/from work is the responsibility of the employee. Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment.

The selection process will be guided by the EE targets of the employing department.
