Operations & Administration Manager to manage the administrative, compliance, financial, and operational backbone of our Dubai real estate business. | About the Role | This is not a traditional office administration position. | The successful candidate will be responsible for ensuring that the company’s daily operations, regulatory documentation, financial administration, developer relationships, transaction files, recruitment processes, and internal systems are managed accurately, efficiently, and in accordance with UAE regulations. | The role requires a proactive, commercially aware, and highly responsible professional who is comfortable working across multiple business areas and coordinating with management, brokers, developers, accountants, lawyers, government authorities, suppliers, and external partners. | Key Responsibilities | Real Estate Operations and Compliance | Manage day-to-day administrative and operational activities of the company’s Dubai real estate office. | Ensure compliance with applicable DLD, RERA, DET, DED and MOHRE requirements. | Coordinate broker card applications, renewals, examinations, and related regulatory procedures. | Manage Trakheesi permits, developer advertising approvals, NOCs, and property-listing compliance. | Monitor company, employee, broker, permit, insurance, and licence expiry dates. | Support communication with government departments, regulatory authorities, trustee offices, Amer Centres, and other official institutions. | Assist with regulatory inspections, compliance requests, fines, appeals, and corrective documentation. | Developer and Channel Management | Manage developer registrations, renewals, KYC documentation, portal access, and corporate profile updates. | Maintain active relationships with developers and their channel-partner departments. | Resolve portal, registration, documentation, invoicing, and commission-related issues. | Coordinate project launches, developer briefings, events, award ceremonies, and inventory communication. | Ensure that the company remains eligible to market projects and receive commissions. | Transaction Coordination | Prepare, review, organize, and archive transaction-related documentation. | Support off-plan and secondary-market transactions. | Draft and coordinate Contracts A, B, and F, including additional terms and conditions. | Assist with Dubai REST activation, NOCs, trustee-office processes, POAs, notary coordination, and DLD-related technical matters. | Liaise with brokers, clients, developers, mortgage banks, and third parties to support timely and accurate transaction completion. | Prepare CIF forms, third-party payment letters, developer KYC documents, and other transaction documentation. | Finance and Internal Control | Review accounting reports, invoices, KYC records, and supporting financial documentation. | Assist with bank reconciliations, WPS/SIF payroll processes, VAT documentation, tourism-fee payments, and audit preparation. | Monitor supplier invoices, recurring business expenses, agent reimbursements, and payment deadlines. | Maintain internal cost trackers, agent expense ledgers, commission records, and sales-related databases. | Coordinate the collection and verification of commission cheques, payments, and supporting documents. | Follow up with developers regarding delayed invoices and outstanding commissions. | Support management with financial reports and operational cost analysis. | HR, Recruitment and Visa Operations | Support recruitment and candidate communication. | Coordinate onboarding and offboarding of brokers and other team members. | Liaise with Amer Centres, MOHRE, medical centres, insurance providers, and visa-processing partners. | Coordinate visa, labour card, medical insurance, and employment-documentation processes. | Support employee training and administrative onboarding. | Maintain confidential employee and HR documentation. | Assist management with sensitive employee-relations and termination processes in coordination with legal advisers. | Office and Business Administration | Maintain corporate records, agreements, resolutions, employment documents, referral agreements, and partnership documentation. | Coordinate signing, scanning, physical filing, and secure digital archiving. | Maintain internal procedures, workflows, templates, databases, and document-management standards. | Manage office suppliers, telecommunications, SIM cards, IT access, biometric access, document backups, and office services. | Support office renovation, maintenance, cleaning, pantry, procurement, and vendor coordination. | Provide operational and administrative support to senior management. | Property Portals and Marketing Administration | Manage and monitor listings on Property Finder, Bayut, Dubizzle, and other relevant platforms. | Review listing accuracy, permit validity, pricing, leads, and portal performance. | Coordinate Trakheesi updates and transaction-related listing amendments. | Support marketing administration, project launches, presentations, events, and campaign documentation. | Holiday Homes Support | Support trade licence and unit permit renewals. | Coordinate DET and developer portal requirements. | Assist with check-ins, check-outs, move-in permits, tourism fees, maintenance, cleaning, and booking-platform administration. | Support the operational continuity of the company’s holiday-home activities where required. | Candidate Profile | We are looking for a candidate who: | has proven experience in real estate administration, operations, compliance, or transaction coordination in Dubai; | understands DLD, RERA, MOHRE, Trakheesi, Dubai REST, and developer-registration procedures; | has experience working with Contracts A, B, and F; | understands off-plan and secondary-market transaction processes; | is comfortable reviewing invoices, financial records, commission files, and internal cost trackers; | can coordinate multiple deadlines and stakeholders simultaneously; | demonstrates excellent attention to detail and document accuracy; | is proactive and takes ownership of problems until they are resolved; | communicates professionally with government authorities, developers, brokers, lawyers, accountants, suppliers, and clients; | can handle confidential and commercially sensitive information responsibly; | is confident using Microsoft Office, Excel, Google Workspace, CRM systems, developer portals, and property portals; | has strong written and spoken English; | is based in the UAE and has practical knowledge of the Dubai business environment. | Knowledge of Russian, Arabic, Polish, or another international language would be an advantage but is not essential. | Required Experience | Minimum 3–5 years of relevant experience in Dubai real estate operations, administration, compliance, or transaction coordination. | Previous experience in a real estate brokerage, developer, property-management company, or related professional-services organization. | Practical experience dealing with UAE
