Senior Project Manager – Oil and Gas in Abu Dhabi Emirate, United Arab Emirates is a senior Oil and Energy opportunity responsible for delivering major multidisciplinary engineering and field‑development projects from concept through commissioning, start‑up, and final handover. ADNOC Group is hiring an experienced project leader to manage engineering, procurement, construction, cost, schedule, HSE, quality, contracts, and technical integrity across complex plant and facility developments.

Key Responsibilities

• Lead major multidisciplinary oil and gas projects from initial concept through completion, commissioning, start‑up, and handover.
• Provide technical input during proposal development, feasibility assessment, and conceptual design.
• Define project objectives, execution strategies, scope boundaries, technical requirements, and delivery priorities.
• Coordinate engineering design, materials specifications, procurement planning, tendering, and contract‑award activities.
• Ensure projects comply with applicable engineering codes, company standards, recognised industry practices, and regulatory requirements.
• Manage Project Management Consultants and verify that design coordination, project administration, and site supervision are performed effectively.
• Direct project‑management teams across engineering, procurement, construction, pre‑commissioning, commissioning, and start‑up phases.
• Lead multinational consultants and contractors while maintaining clear accountability for project outcomes.
• Develop implementation strategies for major field‑development, plant, infrastructure, and facility‑modification projects.
• Coordinate multidisciplinary engineering teams covering process, mechanical, piping, civil, structural, electrical, instrumentation, control, and related disciplines.
• Establish project execution plans, work programs, terms of reference, technical standards, procedures, and reporting requirements.
• Review project proposals and convert initial business requirements into technically and commercially viable plans.
• Define, revise, and refine project scope, objectives, costs, schedules, phasing, and technical alternatives.
• Obtain or arrange technical studies, field information, cost data, constructability input, and feasibility assessments.
• Evaluate alternative engineering solutions such as workshop fabrication versus field fabrication and concrete versus steel construction.
• Coordinate project strategy with user departments, finance teams, commercial functions, operations, and other company divisions.
• Ensure sound project‑management principles and approved company procedures are applied throughout execution.
• Initiate and manage contractor and bidder prequalification processes.
• Review tender documents, technical evaluations, commercial recommendations, purchase awards, subcontracts, and variation orders.
• Exercise overall control of project budgets, contracts, commitments, forecasts, and expenditure authorisations.
• Monitor cost performance and implement corrective measures where actual or forecast expenditure exceeds approved targets.
• Coordinate financial matters involving currency exposure, import‑duties requirements, expenditure forecasting, and project cash flow.
• Ensure projects remain within approved budgets while protecting technical scope, quality, and operational objectives.
• Identify commercial, technical, schedule, interface, and execution risks and establish practical mitigation measures.
• Review contractor claims, change requests, variation proposals, and extension‑of‑time matters.
• Provide management with accurate information on project progress, financial position, risks, and forecast completion dates.
• Prepare or oversee weekly highlights, monthly progress reports, management dashboards, and executive presentations.
• Track engineering, procurement, construction, testing, commissioning, and start‑up performance against approved plans.
• Advise management of anticipated project‑completion dates to support operational readiness and start‑up planning.
• Assist in developing start‑up strategies, mobilisation plans, staffing requirements, and handover arrangements.
• Coordinate phased completion and acceptance of plant areas with end users and operating departments.
• Ensure technical integrity of surface facilities is maintained throughout the project lifecycle.
• Protect project objectives related to production capacity, reliability, operability, maintainability, and lifecycle value.
• Develop the project HSE program and ensure alignment with company safety policies and legal obligations.
• Confirm that contractors follow approved risk assessments, method statements, permits, and safety procedures.
• Conduct or oversee HSE audits, compliance reviews, and corrective‑action programs.
• Take prompt remedial action where safety, environmental, quality, or procedural deficiencies are identified.
• Set and monitor quality‑control standards for all activities performed under assigned projects.
• Review contractor performance across safety, quality, cost, schedule, technical delivery, and administration.
• Require corrective action when contractor performance falls below agreed standards.
• Lead or participate in divisional, technical, commercial, and companywide committees.
• Attend tender‑board meetings and provide technical or commercial guidance within the assigned area of responsibility.
• Recommend acceptance or rejection of project work programmes, execution proposals, technical submissions, and contractor plans.
• Exercise delegated financial and administrative authority in accordance with management approvals.
• Support the professional development of project engineers, discipline leads, and project‑management personnel.
• Ensure lessons learned, project closeout records, technical documentation, and final reports are properly completed.

Ideal Profile

• Bachelor's degree in Engineering or an equivalent recognised qualification.
• PMP certification is required.
• Minimum 12 years of professional experience in project engineering, project execution, or project management within the oil and gas industry.
• At least 5 years of experience leading multidisciplinary employees, consultants, and contractors.
• Proven responsibility for major engineering, procurement, construction, commissioning, and start‑up projects.
• Strong experience delivering new plants, surface facilities, field‑development projects, or major modifications to existing assets.
• Sound knowledge of project‑management frameworks, stage‑gate processes, engineering governance, and project controls.
• Strong understanding of contracts, tendering, procurement, claims, variations, and commercial administration.
• Demonstrated capability in project planning, scheduling, budgeting, forecasting, and cost control.
• Experience managing Project Management Consultants and international EPC contractors.
• Strong knowledge of oil and gas HSE requirements, contractor safety controls, and construction risk management.
• Ability to maintain technical integrity while balancing cost, schedule, operability, and production requirements.
• Experience coordinating multidisciplinary engineering design and resolving technical interfaces.
• Strong leadership, decision‑making, negotiation, and stakeholder‑management skills.
• Ability to communicate effectively with senior management, shareholders, consultants, contractors, and operational teams.
• Commercially aware and capable of identifying decisions that may create financial loss, rework, schedule delay, or production impact.
• Strong analytical ability with confidence reviewing technical proposals, cost data, schedules, contracts, and performance reports.
